  CHAIRMAN MILLER  called the Senate Rules Committee meeting to order          
 at 12:05 p.m.                                                                 
 CHAIRMAN MILLER brought  HB 215 am  (SUSPENSION OF STUDENTS) before           
 the committee.  He directed attention to a Rules SCS which adds the           
 University of Alaska to the legislation.                                      
                                                                               
 WENDY REDMAN, representing the University of Alaska, in speaking to           
 the original intent of the legislation, said the reason it came up            
 was a student in Anchorage pulled a gun on a volunteer in the                 
 school after school hours.  Because that student wasn't attending             
 school at the time, the way the current law is written they                   
 couldn't deal with the student.                                               
                                                                               
 Ms. Redman said the University has a law on the books from 1949               
 when there was just the president of the University that says only            
 the president of the University can expel or suspend students.  The           
 Rules SCS will allow the president to delegate that authority to              
 the chancellor or another official on each campus, etc.                       
                                                                               
 There being no further discussion, CHAIRMAN MILLER asked for the              
 pleasure of the committee.                                                    
                                                                               
 SENATOR SHARP moved that SCS HB 215(RLS) be adopted and that it be            
 approved for calendaring.  Hearing no objection, it was so ordered.           
 CHAIRMAN MILLER brought  SJR 19  (ASK FEDS TO AMEND ANILCA) before            
 the committee.  There being no discussion, he asked for the                   
 pleasure of the committee.                                                    
                                                                               
 SENATOR SHARP moved and asked unanimous consent that SJR 19 be                
 approved for calendaring.  SENATOR DUNCAN objected.  The roll was             
 taken with the following result:  Senators Sharp, Pearce, Miller              
 voted "Yea" and Senators Duncan, Salo voted "Nay."  The Chairman              
 stated the calendaring motion carried.                                        
 CHAIRMAN MILLER brought  HJR 25  (BAN TRAWLING IN EASTERN GULF OF             
 ALASKA).  There being no discussion, he asked for the pleasure of             
 the committee.                                                                
                                                                               
 SENATOR SHARP moved and asked unanimous consent that HJR 25 be                
 approved for calendaring.  Hearing no objection, it was so ordered.           
 CHAIRMAN MILLER brought  SB 147  (MUNICIPAL RIVER HABITAT TAX CREDIT)         
 before the committee.  There being no discussion, he asked for the            
 pleasure of the committee.                                                    
                                                                               
 SENATOR SALO moved and asked unanimous consent that SB 147 be                 
 approved for calendaring.  Hearing no objection, it was so ordered.           
 CHAIRMAN MILLER brought  CSHB 188(JUD) am  (INDECENT PHOTOGRAPHY)             
 before the committee.  There being no discussion, he asked for the            
 pleasure of the committee.

 am be approved for calendaring.  Hearing no objection, it was so

 CHAIRMAN MILLER brought  CSHB 169(RES)  (DEPT. NAT RES. IS LEAD               
 AGENCY FOR MINING) before the committee.  Hearing no discussion, he           
 asked for the pleasure of the committee.

 be approved for calendaring.  Hearing no objection, it was so                 
 ordered.

 before the committee.  Hearing no discussion, he asked for the                
 pleasure of the committee.

 approved for calendaring.  SENATOR DUNCAN objected.  The roll was             
 taken with the following result:  Senators Sharp, Pearce, Salo,               
 Miller voted "Yea" and Senator Duncan voted "Nay."  The Chairman              
 stated the calendaring motion carried.

 OFFENSES) before the committee as the final order of business.
